What Would You Do? Will You Support the Budget Plan Proposed By Congress?

INSTRUCTIONS: In this activity, you assume the role of the President who has received a memo about the difficulty of passing budget bills under divided government. With the opposition party in control of Congress, you will consider arguments for and against accepting the legislative agenda, cast your vote and then provide a written explanation of your decision.

With the opposition party in control of Congress, media pundits and other commentators are calling for the president to accept the other party’s agenda for the next round of budget bills.

To Consider: 

In the latest budget battle between the White House and Congress, the pressure on the president to accept a compromise with his political opponents is great, given the looming threat of not only a government shutdown but also a debt default by the United States for the first time in the history of the American republic.

Arguments for:

1. With a reelection battle around the corner, the president cannot afford to get caught up in a budget battle with Congress.

2. The president’s ability to gain public support for her agenda is limited, and even increased public support will not improve leverage with Congress.

3. The president should defer to Congress as the primary representative of the people in American politics.

Arguments against:

1. American politics is guided too often by campaigns, and the president will build support for reelection by acting presidential—that is, by setting the agenda for the budget and not backing down.

2. The president can build public support through speeches and other forms of communication, and this support can be used as political capital to negotiate with Congress.

3. The president is the only nationally elected official in American politics (other than the vice president), and therefore is responsible for identifying and promoting public priorities, even if this means legislative battles with Congress.

  • Consider the psychological      career alternatives available and determine from which fields of expertise      your two points of view will come.
  • Select the two professionals      you will use with expertise on the topic you selected.  Your      professionals’ identity may be based on a real person that you know, or      they may be made-up based on the job description of a professional in the      field.  The titles of your professionals should represent actual jobs      (based on job descriptions) from categories in two different areas of      mental health (e.g., psychiatry and psychology, social work and counseling).
  • In one or two sentences,      briefly introduce your experts by describing their current careers as well      as their backgrounds. The experts will be providing scholarly information      on your selected topic based on the point-of-view of their respective professions.            Provide evaluations from the experts in the course of the presentation,      regarding contributions of psychological research on the chosen topic in      an applied context.

To begin, create a presentation using the Sample Presentation Template, of at least five slides (not including the title and reference slides).  Provide the following elements in your presentation:

  • A side-by-side comparison of      your experts including their current careers as well as their backgrounds
  • A brief general explanation of      the topic chosen in Week One
  • Provide a slide for each of the      experts’ points of view including appropriate citations of your referenced      resources
  • A brief overview and comparison      of the two experts’ points of view
  • A separate reference slide must      be included at the end of the presentation
  • A minimum of three scholarly      sources published within the last five years must be included in the      discussion. References are cited according to APA guidelines.
  • A link to a website from an      organization associated with each expert’s profession.  Include      information from that website where the corresponding expert is presenting      her or his point of view. Include the websites in the reference slide      using the full APA citation format for websites. Do not just copy and paste      the URL to the website.
  • Use the sample template      provided to organize your presentation. You may change the font sizes in      the presentation. However, do not use a font smaller than 20 pt. You are      encouraged to insert relevant figures and graphics. Make sure to appropriately      cite any images you use that you did not create yourself. If you include a      table or figure from a journal article, cite it according to APA      guidelines.

Next, create a 3 to 5 minute oral video presentation of your presentation using a screencast program such as Jing or Screencast-O-Matic. You may also use YouTube or a voiceover PowerPoint saved as a video file with audio. The maximum time allowed for your presentation is 5 minutes, so practicing your presentation prior to recording it is highly recommended.

  • Please include a title for your      presentation in the description box when you publish your oral video      presentation.

Finally, copy and paste the URL link to your oral video presentation (screencast or video file) in your discussion forum response section.

  • Your presentation must utilize      at least two scholarly peer-reviewed resources, in addition to your      textbook, cited in APA format as outlined in the Ashford Writing Center.
  • All references used within the      presentation must be cited properly within the slides and included on the      required reference slide, which will be the last slide within your      presentation.
  • Due to the time limit of your      presentation video, you are not required to speak or read through the      reference list. Case 1 

Ms. G is a forty-six-year-old Caucasian female charged with burglary. She was arrested for the offense after she was found by the police with her neighbor’s property. She was intoxicated and in possession of drugs at the time of the arrest. She also was belligerent and combative and surprised that she was being accused of a crime. She initiated a physical altercation with the police and was immediately taken into custody with the highest level of constraint to protect her and the officers from potential harm. The officers’ report indicated that Ms. G was irritable, assaultive, hyperactive, and irrational when they approached her. She was also unable to engage in conversation and believed the officers were attempting to poison her. Her energy level was excessively high, and she emphatically stated that she knew the mayor personally and would have the officers and prosecutor incarcerated for accusing her of this crime. She refused defense counsel and insisted on speaking to the judge before her pretrial. While incarcerated, she rallied the other inmates to protest the rules and initiated a hunger strike. She became more paranoid while in the holding cell, suggesting that the police planted drugs on her and were attempting to locate and kill her only remaining family member. They were, in fact, attempting to contact her brother to gather information on her mental health. Her brother provided them with relevant family history. He indicated that Ms. G had lost her parents at an early age and was separated from her brother when they went into foster care. Her brother had had minimal contact with her from the time she was four years old until she turned eighteen and found him with the help of a private investigator. They maintained only intermittent contact because Ms. G was transient, moving around the country on a regular basis. She held odd jobs, sold drugs, and lived with boyfriends to survive. To her brother’s knowledge, Ms. G had never received any mental health treatment. She also denied a history treatment. She refused to speak with the police about her charges and personal history.

Ms. G faces a trial for her offense because she refused a plea bargain. She also refused defense counsel when it was offered.

Response Paper Instructions

Having completed the unit of philosophy of religion, you are now ready to respond to an article written by an actual atheist. This article titled “On Being an Atheist,” was written by H. J. McCloskey in 1968 for the journal Question. McCloskey is an Australian philosopher who wrote a number of atheistic works in the 1960s and 70s including the book God and Evil (Nijhoff, 1974). In this article, McCloskey is both critical of the classical arguments for God’s existence and offers the problem of evil as a reason why one should not believe in God. Please note the following parameters for this paper:

1. Your assignment is to read McCloskey’s short article found in the Reading & Study folder in Module/Week 7 and respond to each of the questions below. Your instructor is looking for a detailed response to each question.

2. The response paper is to be a minimum of 1,500 words (not including quotes) and should be written as a single essay and not just a list of answers to questions.

3. The basis for your answers should primarily come from the resources provided in the lessons covering the philosophy of religion unit of the course (Evans and Manis, Craig, and the presentation) and these sources should be mentioned in your paper. You are not merely to quote these sources as an answer to the question—answer them in your own words.

4. You may use other outside sources as well, as long as you properly document them. However, outside sources are not necessary. Each of the questions can be answered from the sources provided in the lessons.

5. While the use of the Bible is not restricted, its use is not necessary and is discouraged unless you intend to explain the context of the passage and how that context applies to the issue at hand in accordance with the guidelines provided earlier in the course. You are not to merely quote scripture passages as answers to the questions. Remember this is a philosophical essay not a biblical or theological essay.

6. While you may quote from sources, all quotations should be properly cited and quotes from sources will not count towards the 1,500 word count of the paper.

7. You may be critical of McCloskey, but should remain respectful. Any disparaging comment(s) about McCloskey will result in a significant reduction in grade.

8. Please note that all papers are to be submitted through SafeAssign, which is a plagiarism detection program. The program is a database of previously submitted papers including copies of papers that have been located on the Internet. Once submitted, your paper will become part of the database as well. The program detects not only exact wording but similar wording. This means that if you plagiarize, it is very likely that it will be discovered. Specifically, you should address the following questions in your paper:

1. McCloskey refers to the arguments as “proofs” and often implies that they can’t definitively establish the case for God, so therefore they should be abandoned. What would you say about this in light of my comments on the approaches to the arguments in the PointeCast presentation?

2. On the Cosmological Argument:

a. McCloskey claims that the “mere existence of the world constitutes no reason for believing in such a being [i.e., a necessarily existing being].” Using Evans and Manis’ discussion of the non-temporal form of the argument (on pp. 69–77), explain why the cause of the universe must be necessary (and therefore uncaused).

b. McCloskey also claims that the cosmological argument “does not entitle us to postulate an all-powerful, all-perfect, uncaused cause.” In light of Evans and Manis’ final paragraph on the cosmological argument (p. 77), how might you respond to McCloskey?

3. On the Teleological Argument:

a. McCloskey claims that “to get the proof going, genuine indisputable examples of design and purpose are needed.” Discuss this standard of “indisputability” which he calls a “very conclusive objection.” Is it reasonable?

b. From your reading in Evans and Manis, can you offer an example of design that, while not necessarily “indisputable,” you believe provides strong evidence of a designer of the universe?

c. McCloskey implies that evolution has displaced the need for a designer. Assuming evolution is true, for argument’s sake, how would you respond to McCloskey (see Evans and Manis pp. 82–83)?

d. McCloskey claims that the presence of imperfection and evil in the world argues against “the perfection of the divine design or divine purpose in the world.” Remembering Evans and Manis’ comments about the limitations of the cosmological argument, how might you respond to this charge by McCloskey?

4. On the Problem of Evil:

a. McCloskey’s main objection to theism is the presence of evil in the world and he raises it several times: “No being who was perfect could have created a world in which there was unavoidable suffering or in which his creatures would (and in fact could have been created so as not to) engage in morally evil acts, acts which very often result in injury to innocent persons.” The language of this claim seems to imply that it is an example of the logical form of the problem. Given this implication and using Evans and Manis’ discussion of the logical problem (pp. 159–168, noting especially his concluding paragraphs to this section), how might you respond to McCloskey?

b. McCloskey specifically discusses the free will argument, asking “might not God have very easily so have arranged the world and biased man to virtue that men always freely chose what is right?” From what you have already learned about free will in the course, and what Evans and Manis says about the free will theodicy, especially the section on Mackie and Plantinga’s response (pp. 163–166) and what he says about the evidential problem (pp. 168–172), how would you respond to McCloskey’s question?

5. On Atheism as Comforting:

a. In the final pages of McCloskey’s article, he claims that atheism is more comforting than theism. Using the argument presented by William Lane Craig in the article “The Absurdity of Life without God,” (located in Reading & Study for Module/Week 6), respond to McCloskey’s claim.
